ARC Centre of Excellence for Quality Work in a Digital Age

Radoll & Associates is a Partner Organisation in QWiDA, an ARC Centre of Excellence examining what quality work looks like as digital technology reshapes how, where and by whom work is done. We bring an Indigenous lens to that question, drawing on our practice in Indigenous digital inclusion and data sovereignty, so that the Centre's research accounts for the uneven distribution of digital infrastructure, skills and access across Aboriginal and Torres Strait Islander communities rather than averaging it away.

Indigenous Graduate Attribute implementation
Monash University, Faculty of Information Technology · Current Project 2026
Monash's Faculty of IT engaged us to turn its endorsed Indigenous Graduate Attribute from policy into curriculum. We are reviewing the faculty's undergraduate offerings to identify where the attribute can be embedded meaningfully, running a staged pilot across selected units, and delivering an Indigenisation framework and staff workshops so the faculty can carry the work across the rest of its courses itself.

Review of Indigenous student outreach, recruitment and entry pathways
University of Sydney · Current Project 2026
The University engaged us to review how it attracts, recruits and admits Aboriginal and Torres Strait Islander students. The review spans outreach programs, entry pathways including the Extended Bachelor Program, and the Gadigal Centre's student support and reporting systems. Our approach combines extensive stakeholder consultation across faculties and central teams with quantitative analysis of First Nations enrolment data and benchmarking against Indigenous pathway programs at other Group of Eight universities.

Reflect Reconciliation Action Plan
State Library Victoria · Current Project 2026
We are working with State Library Victoria to develop its Reflect RAP. The engagement began with a series of all-staff workshops to understand how the Library currently contributes to reconciliation and what staff want it to become, and has moved into establishing a RAP Working Group drawn from across the organisation, with executive sponsorship and a governance structure to carry the work beyond the plan itself. The scope also covers advice on the Victorian Indigenous Research Centre.

Jobs and Skills Australia · Current Project 2026
A national co-design project developing culturally contextualised assessments of literacy, numeracy and digital skills with remote First Nations communities. Peter leads the community co-design and instrument design as Lead Consultant, working with communities across the Torres Strait, the Northern Territory and the Pilbara. Assessment items are built directly from what participants raise in yarning sessions, so the stimulus material reflects community context rather than being imported from mainstream instruments, and the design is aligned to the ACSF and PIAAC frameworks.
Status
Fieldwork and instrument development underway, with Indigenous data governance built into the design.

Reflexive methodological workshop facilitation
Monash University · ARC Discovery Project ·
We facilitated the opening reflexive workshop for a four-year ARC Discovery Project examining pathways from out-of-home care into the criminal justice system. Over two days we guided a cross-university, cross-sector team of Indigenous and non-Indigenous researchers through the methodological and ethical terrain of the project: how Indigenous data sovereignty is operationalised in practice, what culturally grounded research looks like across disciplines, and how the team moves collectively with its advisory group and partners.
Outcome
Shared methodological grounding for the project team, and a facilitation approach the project will carry through its remaining reflexive workshops.
Engaging Indigenous media organisations in science communication

STA engaged us to strengthen science communication with Aboriginal and Torres Strait Islander communities through the media organisations those communities already trust. Over three months we mapped and profiled Indigenous media organisations nationally, consulted directly with their representatives, and identified where science communication partnerships could realistically be built. Delivered in partnership with the Australian Science Media Centre.
Outcome:
A national picture of the Indigenous media landscape and a set of actionable recommendations STA can act on to build durable media partnerships.
Elevating Aboriginal and Torres Strait Islander knowledge systems

We authored the research base and the implementation pathway for the National Science and Technology Council's work on National Science and Research Priority 3. The engagement produced two reports: a research report establishing the evidence for how Aboriginal and Torres Strait Islander knowledge systems can be elevated across Australia's science and research system, and an implementation plan setting out how that shift is delivered in practice.
Outcome:
The reports form the basis of the NSTC's advice to government on Priority 3.
Review of the Victorian Indigenous Research Centre (VIRC)
State Library Victoria
Radoll & Associates conducted a governance review of the Victorian Indigenous Research Centre within the State Library of Victoria, examining whether VIRC is empowered, resourced and governed in line with Indigenous Data Sovereignty principles and Victoria's Treaty and truth-telling context. The review combined document analysis with stakeholder consultation across SLV and Aboriginal staff, assessing governance and decision-making authority, cultural safety, workforce sustainability, and institutional risk.
First Nations VET workforce research framework
Jobs and Skills Australia
JSA commissioned us to shape the First Nations element of its national VET Workforce Research Program. We set the purpose, scope, guiding principles, governance mechanisms and methodology for the program element, pairing mainstream mixed-methods research design with Indigenous methodologies, and building Indigenous Data Sovereignty, ICIP and the AIATSIS Code into the data lifecycle rather than bolting them on. The framework aligns to Closing the Gap Priority Reforms 1 and 4, and sets out how findings translate into practice across TAFE, dual-sector, ACCO, community and private RTOs.
Outcome:
Our advice was reconciled against national stakeholder consultation and carried into JSA's advice to the Department of Employment and Workplace Relations on the principles and parameters for the First Nations program element.
Strategic Indigenous engagement

Yoorrook Justice Commission
We developed the strategy behind an unprecedented archive drawing on evidence and testimony given to Yoorrook, written in the tradition of First Peoples' storytelling. The work embedded ICIP, Indigenous data sovereignty and governance throughout.
Outcome:
Transferred into the care of State Library Victoria, keeping the record publicly accessible while First Peoples retain control of their own histories.

Digital platform usability review
Victorian Treaty Authority
We evaluated user experience across the Authority's website and online platforms through user interviews, task analysis and heuristic evaluation, testing for accessibility and intuitiveness.
Outcome:
Digital tools that support the treaty process and let the Authority engage stakeholders directly.

Indigenous Research Strategy
Swinburne University of Technology
Working with Indigenous scholars, community leaders and university stakeholders, we built a framework for integrating Indigenous knowledge into the university's research agenda.
Outcome:
Ethical research practice embedded in policy, with a clear path for Indigenous-led research partnerships.
Curriculum review and TEQSA alignment
DVE Solutions 2025
We reviewed DVE's curriculum against the standards set by the Tertiary Education Quality and Standards Agency, examining learning outcomes, assessment practices and overall educational objectives. The review tested both regulatory compliance and whether the curriculum genuinely supports student achievement.
Outcome:
A set of actionable recommendations that brought the curriculum into alignment with TEQSA requirements while strengthening the quality of the learning experience.
